Accessory Dwelling Units
Sheridan's code doesn't define ADUs and currently bars renting a detached unit to anyone outside the family or household staff — a real constraint as the city looks for housing tools. Staff floated options from a simple definition change to allowing detached ADU rentals with size, setback and design standards, and plan to fold the issue into the joint land use plan update this summer. Past public input was hostile, so expect outreach before anything changes.
Planning Commission vacancy after Morneau resignation
Commissioner Morneau has resigned, leaving an open seat on the commission. The position is being advertised and the city is looking to fill it.
Black Tooth Business Park Final Plat
A 15-lot commercial/light industrial park on 53.72 acres could expand Sheridan's business base off Heartland Drive. Utility extensions and the improved Heartland Drive also set up future growth south of the site — but fire flow limitations and the single Dry Ranch Road access point remain concerns for the wider area.
Building activity and construction trends
The building division reported a strong season: 138 major permits, nearly 800 simple permits, and 1,940 inspections from March through September, with notable projects including the Sheridan College science center and a student-built house.
Black Tooth Business Park subdivision
A 53.72-acre commercial subdivision at 3150 Heartland Drive is now officially platted into 15 lots, bringing new business development, roads, and utility extensions to the northeast part of town. Some western lots fall under entryway corridor design standards, and fire safety conditions tie future apartments or industrial uses to building a full second access road.
Alison Minor 2 Subdivision
A lot split at First Avenue West and Wetlands Drive clears the way for two future multifamily lots. One resident asked how parking would be handled, but plans aren't set yet — access details get worked out at building permit.
Falcons Nest 2 easement and Osprey Hill secondary access
Residents of Osprey Hill fear the new 60-foot easement through Falcons Nest 2 will become a connector road bringing traffic through their quiet neighborhood. Staff says it preserves a long-required secondary access and can shrink or disappear when Lot 2 develops.
Falcons Nest 2 Minor Subdivision Final Plat
Applicants want to split 30.46 acres into three lots in an R-1 residential zone near Kingfisher Ave and Pheasant Draw Rd. The hearing was postponed when the commission couldn't muster a quorum — neighbors will have to wait until August 24.
High Eagle Minor Subdivision Final Plat
The Council was scheduled to hold a public hearing and consider Resolution 17-26 approving the final plat of the High Eagle minor subdivision.
Removed item: Story House Minor Subdivision
Resolution 16-26, the Story House Minor Subdivision No. 1, was pulled from the agenda at the applicant's request and was not considered.
Story House five-acre parcel without utilities or fire access
The developer wants to sell a remote five-acre corner of 130 acres with no road, water, or sewer extension — the nearest connection is half a mile away. Staff and the city administrator said that fails basic subdivision and fire-code standards and could invite serial carve-outs.
Fast-tracking repeat subdivision house plans
Council Member Jack Wood wants the city to fast-track permit approvals for builders reusing previously approved house plans, to cut costs and build homes faster.
Sheridan Community Land Trust presentation
The council will hold a special meeting January 26 to consider backing the Sheridan County Housing Land Trust's Wyoming unmet housing needs grant application.
Planning commission quorum problems
Only three of seven commissioners made it Monday — one short of the four needed. Staff explained phone-in attendance counts toward quorum, and members were asked to confirm availability for the next meeting.
Falcons Nest 2 Minor Subdivision
A three-lot subdivision near Osprey Hill would create an easement that could eventually deliver the second road access that neighborhood was promised 20 years ago but never got. Some council members worry it opens the door to more homes before West Corridor traffic is solved.
East Kooi Street Property Transfer
The county actually owns part of East Coy Street, which the city has been maintaining for years. Taking it over would clear the way for an MDU easement that EMIT Technologies needs for its expanding powder coating facility.
First Avenue East Subdivision (PL-26-10)
A one-acre lot near Coffeen Avenue and Brendage Lane is being split in two — the existing home stays, and the larger lot is slated for multifamily housing. It's infill development the city says fits its future land use map.
Westhaven Estates Subdivision (PL-25-39)
Adjoining county property owners along the southern boundary say a seasonal water flow there is 'like a river' when it rains, and they worry it could flood or erode their land once the subdivision changes drainage. They asked to see the city engineer's drainage report and whether any water rights are being affected.
Riverstone Village Subdivision (139-lot development)
A 139-lot attached townhome project is coming to 13.96 acres near Decker Road, using the master plan's affordable housing density of 10 units per acre. Lots are narrow (about 27 feet wide), with parking handled through garages, driveways, and 76 on-street guest spaces.
Riverstone Village Townhomes
A neighboring resident argued 139 attached homes on 13.96 acres is too dense for Sheridan and asked the commission to deny the variance, though commissioners explained the zero-lot-line layout customarily requires a depth-to-front ratio variance and the density is allowed under the Villages master plan.
