Juvenile Mischief and Property Crimes
April Ecker, who lives by the high school, said juveniles repeatedly target her property and police said no report could be taken when kids covered her cameras with silly string. The mayor offered to have the Legal Department draft a 'non-destructive mischief' ordinance so police can act.
Flock Surveillance Cameras
Senator Kolb polled the council on Flock license-plate cameras as a coming legislative question. Mayor Mickelson and councilors called them constitutionally problematic; the city doesn't operate any and has no plans to.
Vehicle noise / muffler enforcement
A resident complained about vehicles without mufflers and asked what police can do. The mayor said staffing levels don't allow round-the-clock patrol coverage and encouraged residents to report license plates.
Police staffing — evidence technician and JAG grant
The council let police apply for an $11,002 federal JAG grant and fire apply for a $2,000 ExxonMobil grant for a training prop.

The city is financing five new 2026 Durango pursuit vehicles for $226,254; adding lights, radios and other equipment costs extra.

The council renewed the agreement with School District #1 keeping police resource officers at Rock Springs High, Rock Springs Junior High, and Eastside Elementary for the school year.
Housing Authority AI usage policy
Federal HUD guidance required the Housing Authority to adopt rules on staff AI use — no personal data in AI tools, human review required for all tenant decisions, and IT-approved tools only.
EMS Billing and Fire Department Staffing
The city will finally bill insurance for ambulance transports through One Billing Solutions, which takes 15% of collections with no upfront cost.
Ethics complaint against Councilor Milonas
URA director Chad Banks complained that Councilor Milonas falsely attributed the city's logo colors to him and referenced his sexual orientation in a public video. The council's findings mean the civility ordinance now has teeth — elected officials can face formal sanctions for how they treat staff publicly.
Bunning Park Mine Subsidence Work and Central Coal & Coke Project
Federal mine-land crews are nearly done grouting voids under Bunning Park (done by May 22), then move to streets through summer. Residents near the work can get a year of free subsidence insurance — homeowner's policies won't cover subsidence.
