Civic Issues
Topics getting the most attention in Laramie County public meetings, ranked by how frequently they are discussed.
14 issues in development
Saddleback Acres 3rd Filing subdivision
A 14.8-acre residential property will be split into two roughly 7.4-acre tracts, meeting the 5.25-acre minimum needed for well and septic in the aquifer recharge zone. Commissioners noted the odd, jogged lot line works around a leach field.
Sunset Tracts 4th Filing Plat and Tract Vacation
A property owner at 8908 Yellowstone Road got approval to redraw the lot line between two tracts, separating a nursery business from a storage facility, with a condition that the back lot's access easement be formally dedicated on the plat.
Project Tembo HUB-1 office support facility
Google's data center project got a permit to build a 32.83-acre office support complex with employee dining and parking outside the original PUD zoning. It's a key support piece for the major data center development in the county.
Bit-O-Wyo Ranch site plan dispute
The county pushed its final decision on the Bit-O-Wyo Ranch and Events site plan to September 1 to sort out road issues and agency comments with the applicant.
R & R Heights subdivision near Highway 211
52 new single-family lots on 319.71 acres were approved at the tricky Highway 211/CR 215 intersection, with access reconfigured and $52,000 in public safety fees partly applied to fire-authority-requested cistern access work.
Project Latigo data center campus
A proposed 1,835-acre data center PUD south of Terry Ranch Road could bring up to 2,000 construction jobs and $20 billion in investment to Laramie County. Vantage says water use will be minimal and replenished, and construction could start around 2027.
R & R Heights subdivision
Fifty-two new single-family homes are planned at the notoriously difficult Horse Creek Road/Road 215 intersection, with the developer required to reconfigure access away from Horse Creek Road and fix the intersection.
Powder River Apartment Complex
A 48-unit apartment complex planned near Allison Draw got its conditional use permit. A neighbor flagged rough roads, parking, dumpsters, and floodplain worries; road and parking details come later in the site-plan review.
Lucky Star Ranch 2nd Filing replat paves way for future growth
The Lucky Star Ranch, 2nd Filing hearing was pushed to July 21 because the Planning Department missed its deadline for staff materials.
Fertig Ranch Subdivision
The 13-lot Fertig Ranch subdivision was recommended for approval with strict conditions requiring the developer to build Railway Lane, Fertig Ranch Road and Raymond Trail to county standards before plat recordation.
Iron Guard Workforce Housing on Hold
A temporary 'man camp' near the south Cheyenne data centers could house up to roughly 2,000+ contract workers in phases, with shuttles, security, and on-site amenities. Residents fear traffic, wildfire evacuation problems, crime, and property value impacts; union and industry speakers said the housing is essential given Cheyenne's housing shortage. The county commissioners make the final call June 2.
Roots to Branches End subdivision access
A proposed subdivision hit a snag: nobody has sorted out proper legal access to the parcel yet, so the hearing was postponed indefinitely.
Swan Ranch Rail Park 20th Filing plat corrections
The assessor's mapping office flagged deed clarifications and missing signatures on the Swan Ranch Rail Park plat, so the hearing moved to June 2.
Captain Soltierra rural subdivision and groundwater
Sixteen new 5-to-9-acre tracts with individual wells and septic systems in an area where neighbors say the water table can't support it. Staff pointed to the state engineer's rules and the AMEC memo, but the debate over rural water supply is clearly not going away.
