11 issues in zoning
Wyoming Downs relocation to 3307 Nationway
The council approved moving an existing off-track betting parlor from Cheyenne Plaza to the old Cadillac Ranch building, across the street from a neighborhood and near two daycare centers. Critics cite saturation, parking, and policing concerns; supporters note police data showing minimal criminal cases at existing OTBs and that this is a relocation, not a new venue.
Orchard Hills annexation (162 acres)
Yet another data center annexation — 162 acres near Orchard Valley — advanced on second reading, with Trammell Crow promising a 500-foot buffer, greenway extension and road improvements. Neighbors remain split between fearing housing traffic and fearing more Meta-style light pollution.
Referendum vs. district court for challenging annexations
Citizens collected signatures to force a referendum on a past annexation, but state law also says annexation appeals go to district court. The council is sending that legal question to a judge rather than deciding it themselves — and the petitions keep counting either way.
Regional annexation pace and planning
Roughly 4,000 acres of annexations were on this single agenda, and speakers pressed for a growth moratorium, an updated PlanCheyenne by an independent consultant, and more community input before zoning decisions.
Regional Entertainment Overlay District
A new zoning overlay lets historic horse racing/gaming facilities locate by right in commercial areas, now that the state shifted that authority from counties to cities. An amendment added protections near child care facilities.
Historic horse racing gaming overlay districts
New state law finally lets the city regulate where historic horse racing casinos go; the ordinance creates four overlay districts and periodic license review, with a childcare-buffer fix coming at committee.
Harmony Valley and East 29th Street rezonings
Three rezones clear the way for apartments and cottage-style homes priced around the low $300,000s — Cheyenne's attempt to add affordable housing inventory.
Carports on front setbacks
The ordinance letting homeowners put carports in front yards failed on second reading over wind-safety, anchoring, and driveway concerns; look for amendments.
Happy Jack Road annexation and Business Park zoning
Rezoning the Cheyenne and Campstool business parks to BP allows daycares, restaurants and other support uses and cuts required tree counts — but many residents see it as accommodating data centers and fear barren development. Approved on second reading.
Frank Court street vacation
A second-reading ordinance would vacate Frank Court and a segment of a previously vacated alley north of Rock Springs Street, transferring the right-of-way for redevelopment.
Private displays on public property
The ordinance would have banned unauthorized private displays, including roadside memorials, on public property. It failed 2-7 after speakers argued it criminalized grieving and cited studies showing memorials aren't distracting.
