6 issues in taxes budget
Budget Amendment No. 1, FY 2027
The $129.9 million amendment looks huge but is mostly rollovers — only about $6 million is new spending, for the pedestrian bridge, Poplar Street, the scale house and rural emergency equipment. Schriftman noted healthy sales tax and property tax revenues.
Lease Financing for Capital Improvements
Council amended and passed a lease-financing ordinance on third reading, upping the borrowing to $17.5 million with a 5.6% interest rate cap — money for design, construction and equipping of various city capital projects.
Capital Project Funding Gaps
Voters approved a sales tax increase for Fire Station 1, but only about $4.4 million of the $21 million project was covered. Ross Schriftman wants to know how the remaining $16.6 million will be funded; the council says answers will come during capital budget talks.
50% Residential Property Tax Cut Ballot Measure
Councilor Sweeney warned the statewide ballot measure to slash residential property taxes 50% could cut Senior District funding by over $300,000 and hit fire districts, cities, and the county hard.
Fiscal 2027 proposed budget
Council adopted one-year strategic goals focusing on infrastructure (including streets), fiscal stability, and communication/public education.
Property tax ballot initiative risk
A constitutional amendment on the November ballot could cut city property tax revenue by another $1.2 million on top of the 21% drop already absorbed. An even more dramatic 70% reduction proposal is also circulating in the state.
