Ice arena expansion financing
The $16.4M second sheet of ice is close to two-thirds donor-funded, but the city's share and a ~$734K delta still need decisions. Council is mindful of looming state tax cuts that could squeeze budgets, and agreed to one more fundraising extension into October.
Crossroads ball field improvements
A resident asked the city to install a restroom and improve roads at the Crossroads ball fields. Councilor Pollock said One Cent money has been set aside for lighting there, with plans to leverage matching grants for more improvements.
Washington Park tennis courts and National Tennis Month
A USTA grant for tennis court expansions at Washington Park was accepted on the consent agenda, and a ribbon cutting is set for Thursday.
Shepherd of the Hills Columbarium Preservation
The church is donating its property to the city, which will maintain the columbarium's roughly 60 niches in perpetuity and add needed cemetery capacity.
Downtown tree lighting project
Councilor Gamroth reported the DDA hung four miles of lights — about 75,000 pixels — on 17 trees along Second Street, a project expected to save the city about $8,000 a year in holiday lighting costs.
Hogadon and Ice Arena operating subsidies
Resident Ross Schriftman argued the Ice Arena expansion adds roughly $790,000 in annual taxpayer subsidy and questioned whether ice hockey is a core city responsibility, noting 13,000 voters rejected a tax for the project. Councilor Pollock clarified the subsidy figures are not additive and the second sheet improves cost recovery.
Washington Park band shell project timeline
The band shell goes out to bid in late summer/fall, construction starts in spring, and completion is targeted for the end of next summer's construction season.
Marion Kreiner Pool and Park improvements
A $1.15 million professional services contract moves forward improvements to one of Casper's lowest-admission — and most accessible — public pools.
Washington Park Phase 2 and pickleball courts change orders
Change orders with Grizzly Excavating and Renner Sports Services keep the Washington Park Phase 2 project and new pickleball courts on track.
Casper Celtic Irish Festival
The festival returns August 28-29 at the Ramkota with booked bands, Irish dance, history talks including former Gov. Mike Sullivan, and a possible first-in-Wyoming hurling/Gaelic football program — but sponsorships are still needed.
Hogadon Basin Ski Area chairlift replacement
The city is seeking a $794,500 zero-interest, 10-year loan from the Wyoming Business Council toward a $3.9 million chairlift replacement. Council debated whether long-term declining snowpack and water scarcity make ski investments risky, but the aging lift's failure risk won out.
Deteriorated city flags and volunteer replacement partnership
A veteran and college student offered to organize flag replacements, possibly with youth groups, after seeing tattered flags at city facilities. The Vice Mayor wants a regular replacement schedule rather than waiting for flags to rot.
Washington Park Phase 3 design contract
Council approved a professional services contract with Arete Design Group for the Washington Park Phase 3 project by consent.
ADA access at Hogadon ski hill
A Ward II mother says her son with Down syndrome was kicked off the Casper Mountain Racers ski team and has been denied after-school ski access at Hogadon for 14 months despite meeting every requirement to form a small unified team. She also described a disabled fifth-grader left in the lodge and cared for on a restroom floor for lack of adaptive facilities.
