Gaming moratorium ordinance

An attorney representing Bally's argued the moratorium is unnecessary given plateauing gaming revenue, warned it could fence out new operators, and asked that any moratorium be limited to the downtown/Old Yellowstone District.

The DDA's executive director supported the moratorium, saying unplanned gambling establishments could strain downtown parking and undo years of public and private investment in downtown's identity.
